Curator's story...

Patrick J. O'Guinn, Sr,,JD, MPA, Cultural Research Historian, Professor Emeritus & Attorney, empirically uses visual images below to describe his law enforcement background experiences, evoking multi-layered sensory motivations for researching and preserving the national culturally rich stories of N.O.R.S.T. Retired African American State Troopers he has come to know and spend time with during the past 26 years.

As a teenager in Compton,CA & Los Angeles in the early 1970's, I experienced frequent humiliating police car stops, standing against patrol cars with hands extended on the hood and questioning. I Wondered: "What Would It Be Like if Police Officers Treated Blacks and Mexicans with Respect?
